Most of the information can be found ^above^ in that fic, but an essential run down is that Wheat From Chaff came up with the idea of doing a Punisher AU inspired by Jon's character Griff from Baby Driver. Micro is the leader of their 'organisation' and Frank is his right hand; Billy is one of the contractors Micro called in and Frank was immediately smitten.
I won't say too much more in case you choose to read the fic, but essentially, I'm just after a Billy willing to fit into the 'verse of the story.
