Okay, so I will be honest and admit that I still have canon-reviewing to do, especially for Goo, but I figure other folks will need to do so as well, and we can all work out things together. (Although Kuki's AU already has an outline; found on her profile.) I'm also totally up for helping people look for played-bys!

Basically I just like nostalgia and want to play with nostalgic characters, but characters from recent things are totally fine.

As far as the Garrison goes, I don't think they were formed by any particular government, but possibly funded by government ties, something along the lines of Dark Angel and the Transgenics, or Maximum Ride and the bird-kids, or Rob Thurman's Chimera series, and even a bit like Bourne and the Operatives. Of course, there are other canonical sources that it's close to I'm sure, it's not a new idea.
I know that there are an odd number of people in the team so that if anything ever comes to a vote (instead of everyone agreeing on the plan of action) it's so that there can't be a tie.

When they went their separate ways Lucy picked her name because 'Lucky' isn't really a girl's name, and 'Weaver' is because she can see the weave of the odds and trajectories etc. I suspect that the others picked their names similarly.

Some ideas for other necessary members of a team:
Communications (maybe a telepath?)
Weapons specialist (they've all had weapons training, but someone with additional training or weapon instincts, probably)
Medic (healing powers!)
Driver/pilot, someone with mechanical expertise
Anything else you think might fit, just throw it at me!

Einar and Ephraim were partners in every sense of the word, they were trained and tested together, they were lovers, and when Einar went rogue, Ephraim went with him because they were young and in love and could take on the world. Things were good for a while, until one day, on a job, something went wrong and Ephraim never woke up.

He's not trapped in Limbo, not really, because he's only a prisoner of his own subconscious, not the shared dreamspace. Einar still goes to visit him in the care home, and Einar pays for his room and board to make sure he's well taken care of. Einar also visits his dreams, from time to time, though over the years they've gotten built up and complicated enough that Einar has trouble navigating sometimes. Ephraim is still cognizant, in the dream-state, but doesn't know why he can't wake up, just that something is keeping him there.

Now, obviously, I realize that playing a coma patient who's personality only exists on a dream plane isn't going to be much fun, which is why I have options!
