All tags will use the following format: [category]: fandom. The only exception to these tags will be those like mythology, which have no particular fandom.

There are audio plays, books, etc - but I know the first tag I look for is the TV show one and this way Doctor Who isn't taking up a million tags.

Torchwood added! And for now I think I'm going to leave doctor who as it is; there's a separate category for audio plays, since there are other canons for them. If tags become a problem later, though, that's one of the things I'll be revisiting, so thanks for the suggestion!
